Is milling and overlay enough for my Brookhaven lot, or do I need full reconstruction?

It depends on the base, not the surface. Curb reveal is preserved, water still reaches the gutters and inlets, ADA ramps keep their slopes, and storefront thresholds don't end up below grade. A 'cap' overlay with no milling is cheaper up front but creates drainage and trip-hazard problems in tight curb-and-gutter lots like most of Brookhaven's.
